Woman Strangled Before Being Ran Over; Police Arrest Hermiston Man

A Hermiston man is in jail after allegedly strangling a woman and then running her over with a vehicle.

The victim was initially taken to Good Shepherd Medical Center before being flown to Portland for treatment of her injuries.

The alleged assault took place around 6:30 p.m. on Thursday when officers were dispatched to a report of a domestic disturbance in the 200 block of N.W. 13th Street.

When they arrived, the officers found a 47-year-old female lying on the ground near the driveway of an apartment complex. Officers noticed she was suffering from multiple injuries.

After speaking with witnesses, officers learned the female and a male had been involved in a verbal argument that turned physical. It is also alleged the male, Jason Dungan, 38, of Hermiston, strangled the female and verbally threatened her life in the process.

According to HPD Cpt. Scott Clark, a neighbor who witnessed the altercation intervened and stopped Dungan’s assault. Dungan then allegedly grabbed the keys to the female victim’s vehicle, stole it and allegedly drove over the victim as she was lying on the sidewalk before fleeing the scene.

Just after 11 p.m., Dungan returned to the scene and was arrested by HPD officers and taken into custody. He is being charged with second-degree domestic assault, unauthorized use of a motor vehicle, strangulation, failure to perform the duties of a driver, reckless driving, driving while suspended, reckless endangering, second-degree criminal mischief. He also had outstanding warrants for his arrest.

According to the HPD, the victim’s condition is unknown, however, someone on Facebook said she is recovering and being kept in Portland for observation.
