Philip Marvin Otto passed away on May 13, 2026 at the age of 82 at his home in Hermiston with his loving wife of nearly 27 years by his side.
He was born on July 27, 1943 in Portland to Francis Benjaman Otto and Lois Lorraine Hoover.
Phil grew up in Portland. At the age of 19, he joined the Air Force during the Vietnam War and would go on to serve a total of four years.
During the 1990s, Phil began working for an investment group. In 1996, during a work dinner with an investment group out of China, Phil met the love of his life, Shan Lin. Phil’s work moved him to China soon after, where he and Shan began dating. In 1999 he and Shan wed and they moved to Yakima, Wash., where Phil began working for Apple Juice Concentrate. By 2011, he and Shan would move to Hermiston. Phil began working in Pendleton at the Continental Mill, which made Krusteaz baking mixes. By 2016, the mill had closed and Phil started his final career as a real estate agent.
Anyone who knew Phil knew him to be the sharpest dresser! He took a lot of pride in always being well presentable. Aside from his immaculate taste in dressing, he was also known to be a very loving, proud and doting husband to Shan.
Phil will be laid to rest at Willamette National Cemetery on May 23, 2026 at 9 a.m. in Portland.
A celebration of life will be held locally at a later date.
