The Hermiston City Council has named four finalists to replace City Manager Ed Brookshier when he retires later this year.
The finalists will be in Hermiston for a public reception the evening of June 19 and go through finalist interviews on June 20.
The finalists are Regan Bolli, Robert Layman, Catherine Sinnard and Byron Smith. The council had originally approved five top candidates for the position, but one of them has since dropped out of the running, something Hermiston City Manager Ed Brookshier said is not unusual.
Bolli has been the city manager for Ephraim City, Utah, since 2010. From 2007-10, he was with Hansen Wright Eddy & Haws, a law firm in Utah County that represented numerous municipalities throughout the county in civil and criminal representation. Bolli is also an adjunct professor of business law at Snow College in Ephraim, Utah. He has a Juris Doctor degree from the University of Denver, and a bachelor of arts degree in American studies from Brigham Young University, Provo, Utah.
Layman, who lives in West Chester, Penn., and was most recently township manager for Westtown Township, Penn.,, a position he held for 11 years. Prior to that he was township manager for North Coventry Township, Penn.,, for 13 years, and he served Boyertown Borough, Penn.,, from 1979-1990, first as assistant borough manager, and then borough manager for the last six years. Layman has a master of arts degree in political science from Marquette University, Milwaukee, Wisc.,, and a bachelor of arts degree in political science from Bloomsburg University, Bloomsburg, Penn.
Sinnard served as the town manager for Monument, Colo., from 2005-2013. She worked for the city of Pueblo, Colo., for 12 years in various positions, including director of planning and development, assistant city manager, and senior planner. Sinnard held the position of senior environmental planner for Pueblo County, as well as other planner positions from 1986-1992. She has a bachelor of arts degree in geography and political science from the University of Colorado at Boulder and a master of planning and community development degree from the University of Colorado at Denver.
Smith has been the city manager for the City of Fort Madison, Iowa, since 2009. Prior to that he was assistant city manager and city planner for the city of Poplar Bluff, Mo., for three years, and he was with the League of Arizona Cities and Towns in Phoenix from 1998 to 2004. Smith has a master of public administration degree from the University of Kansas, a bachelor of science degree in business management from Brigham Young University and an associate of arts degree in business administration from Eastern Arizona College.
