Construction work shut down on Highway 11 for the Thanksgiving holiday weekend, but crews are returning this week to continue finishing the project.
Travelers should plan for delays of 20-30 minutes total along the route between Athena and Pendleton as crews work on finalizing the placement of shoulder rock behind some guardrail sections, and applying a top coating (fog seal) to pavement areas near Athena that were ground down to remove uneven surfaces.
The Oregon Department of Transportation reminds motorists to drive with caution and obey all construction signs and flaggers.
