Bill Elfering has been named the 2014 chairman of the Umatilla County Commissioners, succeeding Commissioner Larry Givens.
Commissioner George Murdock is the new vice chairman. Givens had served as the chairman for the past two years. Elfering will serve as chairman until Jan. 7, 2015.
