Budget issues and graffiti are among the agenda items for Monday’s Hermiston City Council meeting.

The meeting will be preceded by a work session in which the council will discuss budgeting issues. A public hearing on the supplemental budget for fiscal year 2012-13 will take place during the regular council meeting. The council will then vote on a resolution to authorize a supplemental budget for the current fiscal year.

The council will also vote on pair of ordinances designed to help the city deal more effectively with the issue of graffiti.

One of the ordinances establishes graffiti as a nuisance, reduces the length of time that a nuisance may exist without being abated, and provides a financial hardship exemption to the abatement process.

The second ordinance prohibits the sale or transfer of graffiti implements to anyone under 18, as well as the possession of graffiti implements by anyone under 18.

The council will also discuss the formation of a three-member subcommittee to create mobile vendor regulations.

The council work session begins at 6 p.m., followed by the regular meeting at 7 p.m.
