Hermiston City Councilor Phillip Spicerkuhn was elected Tuesday to retain his appointed seat in a special election.
Spicerkuhn was unopposed on the ballot for the Ward IV seat and received 726 of the 819 votes cast. He was appointed in November to the seat that had been vacated by Doug Smith.
Because there were more than two years left on Smith’s term, a special election was required to fill the seat.
