Homeless Shelter One Step Closer to Receiving $1 Million from State

The proposed temporary homeless shelter on N. Highway 395 is on track to meet its deadline for approving a strategic plan – a requirement for the project to receive $1 million in state funding.

The Hermiston City Council reviewed and approved changes to the Project PATH strategic plan at Monday’s meeting.

Each of the project’s partners – the cities of Hermiston, Stanfield, Umatilla and Echo, along with Umatilla County – are also reviewing the plan and will need to approve any changes.

Hermiston City Manager Byron Smith said everything is on schedule to have the strategic plan formally approved by each of the partners by the June deadline.

Among the changes to the plan approved Monday by the Hermiston City Council was the addition of Arc of Umatilla as a partner who will work with disabled and developmentally disadvantaged clients. Another change was the addition of a paragraph stating the Project PATH Advisory Committee will review the strategic plan annually and make any necessary changes.

Smith said there are currently three vacancies on the advisory committee and efforts are being made to fill those vacancies.

Project PATH is designed to provide Practical Assistance through Transitional Housing (PATH). The intent is to bring together services to assist individuals and families facing homelessness with the objective of moving them into and through transitional housing to permanent housing.

Project PATH is one of eight pilot projects selected by the state to develop services for the homeless. Each pilot project is receiving $1 million from the state to develop the program. Another project partner, Stepping Stones Alliance, has also received an additional $1.1 million in private and state funds for the project with the possibility of another $1 million coming in the form of a Community Development Block Grant.
