She was born on Aug. 6, 1946 in Enterprise to Wilbur and Velma Hawley Buchanan. Judy was raised in Wallowa County, graduating from Enterprise High School in the class of 1964. She attended Eastern Oregon University and earned her bachelor degree in education. Judy taught school in Baker City for four years before moving to Hermiston. She taught at Armand Larive Middle School for 20 years. Judy was united in marriage to John L. Packard on July 1, 1993 in Hermiston. She was a member of Altrusa International. Judy enjoyed camping, traveling, and time with her grandchildren.
She is survived by her husband: John L. Packard, Umatilla, OR; daughter: Valerie Nelson, Portland, OR; step daughter: Sharmayne Packard, Hermiston, OR; step son: John R. Packard, Irrigon, OR; grandchildren: Lynnelle & Brandy; 3 great grandchildren; numerous step grand and great grandchildren; several nieces, and nephews.
Judy was preceded in death by her parents, brother: Jim Buchanan, and step daughter: Veronica Packard.
Private burial will be held at Willamette National Cemetery in Portland.
