The Portland man reported missing in Umatilla County on Tuesday was found Thursday night near Pilot Rock, according to the Umatilla County Sheriff’s Office.
Jeffrey Ryan Kelsay, 30, was located around 11 p.m. Thursday night at a residence on McKay Creek Road near Pilot Rock. The homeowner called dispatch to report Kelsay was on his front porch. Kelsay was cold, wet and hungry, according to the sheriff’s office. Search and Rescue personnel picked him up about midnight and reunited him with his family.
Kelsay had walked through relatively steep, forested land approximately eight miles from his last known location. Twenty‐two Search and Rescue personnel worked approximately 278 hours over three days, attempting to locate Kelsay.
Prior to his disappearance, Kelsay was last seen around 3:30 p.m. on Tuesday on Interstate 84 eastbound near milepost 235. He apparently had been traveling to Baker City. He had spoken to his father around 4:30 p.m. and told him he had run out of gas ans was walking along I-84 back toward Pendleton.
He was reported missing around 10:28 p.m. on Tuesday.
The Sheriff’s Office Search and Rescue volunteers responded to the last known location and began searching for Kelsay. Search efforts were suspended at about 2:45 a.m. Thursday morning and resumed about three hours later.
