Proposed Ordinance to Affect Commercial Sewer Customers

The Hermiston City Council will soon review a proposed ordinance to introduce new requirements for commercial sewer customers to prevent pipeline blockages caused by grease.

According to the city, the proposed ordinance aims to enhance the standards for all commercial sewer customers by requiring the installation of grease traps or interceptors. Additionally, the ordinance will establish regular cleaning and maintenance protocols to ensure these systems effectively prevent fats, oils, and greases (FOG) from reaching the public sewer mains.

Under the current plan, businesses with potential to discharge FOG into the system will need to apply for a FOG permit in early 2025, with compliance expected by mid-2025.

To support this program, a FOG Program flat fee surcharge of $3.62 per month will be introduced for all permitted FOG dischargers. This surcharge will help cover the costs associated with compliance monitoring and enforcement.

Nearly 400 commercial sewer accounts potentially impacted by these changes were notified through direct mail in September. The mailing included an invitation to attend two Open House presentations held on Oct. 24 to discuss the program. The city anticipates 60-80 commercial sewer users will need to obtain a FOG permit.
