Grant funding available for Downtown Umatilla businesses

UMATILLA, Ore.-Downtown business owners can now apply for two updated community development grants worth up to $25,000 each through the City of Umatilla.

Applications for Downtown Revitalization and Local Business Grants opened July 1 and can be submitted in person at Umatilla City Hall at 700 6th Street, or via email to Community Development Manager, Marisela Morales.

“The City of Umatilla remains committed to supporting the long-term success of our local businesses and the revitalization of our historic downtown,” said Morales.

The updated Community Development Grants are designed to support local business owners, tenants and entrepreneurs seeking financial assistance for improvement projects.

According to the City of Umatilla, 26 Downtown Revitalization Grants totaling $398,304 have been awarded since fiscal year 2019-2020, while 23 Local Business Grants have been awarded since fiscal year 2021-2022, for a total of $357,402.

Downtown Revitalization Grants are available to help offset the costs of “incremental” facade improvements for downtown businesses, according to the City of Umatilla’s website, and will reimburse up to 75 percent of eligible project costs.

Projects selected for grant funding should grow taxable/assessed value of the business, add pedestrian-oriented amenities, visually enhance the building, convert upper-floor space for occupancy, and enhance or preserve existing architectural features.

For fiscal year 2025-2026, the City of Umatilla has allocated $150,000 for Downtown Revitalization Grants, according to the City.

“With funding awarded quarterly and a focus on local ownership, the program ensures that limited public dollars have a broad and lasting impact,” said Morales.

The Local Business Grants are designed to subsidize construction of new development or redevelopment projects within the Umatilla City limits.

Projects eligible for Local Business Grants include design services and site prep, as well as interior improvements, such as paint, flooring and fixtures. Commercial kitchen equipment or office furniture could also be covered, according to the grant applications.

Umatilla has allocated $250,000 for new business grants for fiscal year 2025-2026, according to the City.

The goal of both grant programs is to stimulate economic growth, revitalize Umatilla’s downtown area and strengthen the local business community, according to the City’s website.

“These updated grant programs are about more than just improving physical spaces, they’re about encouraging meaningful investment, fostering local pride, and building a thriving, connected community,” said Morales.

Grant applications may be downloaded from the City of Umatilla’s website, hard copies are also available for pickup at City Hall. Applications are accepted year-round and are recommended for award to the Umatilla City Council on the first Tuesday of January, April, July and October.
