BOARDMAN, Ore.-The Columbia Development Authority (CDA) earned a clean financial audit for the second year in a row.
The CDA announced that its 2023 audit had been successfully completed on December 1, following a clean report of the CDA’s 2024 audit.
“This outcome reflects our ongoing commitment to transparency, accountability, and sound financial management,” said Kim Puzey, CDA Chair and Port of Umatilla General Manager. “We are proud to maintain the highest standards for public stewardship.”
The Office of Base Realignment and Closure guides the redevelopment of former military installations to ensure that local authorities meet federal and state requirements for financial integrity and project execution, and requires annual audits of the CDA.
Rebecca Ramos of Anderson, Boylan, Ramos P.C conducted the CDA’s 2023 audit in accordance with Oregon Administrative Rules.
The latest audit, which examined deposits of public funds with financial institutions, insurance and fidelity bonds in force or required by law, programs funded from outside sources, the authorized investment of surplus funds, and public contracts and purchasing, among other items, did not identify any areas of non-compliance of Oregon statutes by the CDA.
“Our review found that the Columbia Development Authority continues to demonstrate compliance with Oregon statutes and sound financial practices,” said Ramos.
According to the CDA, the audit process helps protect public resources, fosters economic development, and builds trust with community stakeholders as the CDA advances its mission to repurpose and revitalize strategic assets for long-term regional benefit.
The CDA’s 2025 audit is currently underway.
