Groundbreaking held for 276-unit apartment complex in Hermiston

    HERMISTON, Ore.-A groundbreaking ceremony was held for The Hub Hermiston, a new apartment complex on March 9.

    City of Hermiston Administrative staff, City Council and Chamber of Commerce members attended the groundbreaking for the 276-unit market-rate apartment complex being built at 936 E. Diagonal Boulevard.

    “The City of Hermiston has worked with us to make this happen and we’re so excited to get started,” said Jeff Bivens, Director of Development for I&E Construction. “We’re excited to work with people who want to make this a better place to live.”

    The Hub Hermiston

    I&E Construction based in Wilsonville, Oregon, is building the $50 million Hub Hermiston apartment complex.

    “We love to serve small communities, and we do this all over,” said Karl Ivanov, President of I&E. “We own, manage and operate the complex, we’ll be your neighbor forever.”

    I&E has developments in 18 other small communities across Oregon, including the Westgate Apartments in Pendleton, a complex similar to what the Hub will be when completed.

    The Hub apartment complex will be comprised of multiple buildings, each consisting of 12 units, including one-, two-and three-bedroom apartments, as well as studio options and 100 garage units.

    The complex will also feature a gym, pool, pickleball court and community room.

    Apartments at the Hub will be available for pre-lease in July, with the first units move-in ready December 1, according to Ivanov.

    The Hub is expected to be fully completed by August 2027.

    Project based on partnership

    In July of 2025, the City of Hermiston agreed to provide up to $1.1 million in incentives by agreeing to pay a declining percentage of I&E’s property taxes for the apartment complex, from 100 percent in 2026 down to 25 percent in 2031.

    “Adding a significant number of Market-Rate Apartment units will provide an on-ramp into the community for working professionals who we hope will eventually set down roots and buy homes in Hermiston, rather than exporting their salaries to the Tri-Cities,” said Mark Morgan, Hermiston’s Assistant City Manager.
