MORROW COUNTY, Ore.-A contractor for the Morrow County School District’s (MCSD) Heppner K-12 campus remodel has been approved.
The District Evaluation Committee recommended Fowler General Construction of Tri-Cities for the contract, and the MCSD Board of Education approved the recommendation on August 10.
“We are excited to be moving forward with the last of these community-centered bond projects and to have a contractor with a strong understanding of our vision and priorities,” said Matt Combe, MCSD Superintendent.
Morrow County voters approved a $204.4 million bond to fund replacement of Irrigon Junior/Senior High School, renovation of Riverside Junior/Senior High School, and for the renovation and conversion of the Heppner Jr/Sr High building into a K-12 campus, in the May 2025 Special Election.
Fowler General Construction was the highest ranked of eight applicants, according to the MCSD, and was also contracted to build the new Irrigon Jr/Sr High School.
The Heppner K-12 campus project includes remodeling and expanding the existing Heppner Jr/Sr High School, creating capacity for 350 students.
Design of the project will continue into 2027, and construction is expected to begin in 2028, according to the MCSD.
“The work of the Bond Oversight Committee, our local Design Advisory Committees, and input from staff, students and community members is creating something very special for our communities,” said Combe.
The full Heppner K-12 campus project includes remodeling and expanding the existing building, classroom additions, wrestling room, an auxiliary gym and adding parking, creating room for all Heppner students on a single campus.
Community members, staff, and students will have the opportunity to provide input throughout the design process as bond-funded projects move forward.
