HERMISTON, Ore.-The Hermiston City Council plans to consider awarding a construction contract for the realignment project at the intersection of Geer Road, Harper Road, and North 1st Place at its regular meeting on April 13.
Resolution No. 2418 has been included in Hermiston’s Capital Improvement Plan since 2019 and would reconfigure the existing intersection to improve traffic flow and safety, according to the City.
The project would include modifying the intersection at Geer and Harper Roads, so that Harper forms a “T” intersection with Geer, requiring westbound traffic on Harper to stop. The addition of a four-way stop at the intersection of Geer and 1st Place, which would require all directions of traffic to stop, is also being proposed.
The railroad crossing at the project site is expected to be closed for an extended period during construction, perhaps as long as a year, according to the City and traffic to and from areas north of Hermiston, as well as cars accessing businesses in the area, such as Goodwill and Home Depot, will also be impacted during construction.
“We recognize that this project will significantly impact traffic flow through the area during construction, but the magnitude of the impact underscores the importance of improving traffic flow through this intersection in the long-run,” said Mark Morgan, Hermiston’s Assistant City Manager.
Bids for the Geer/Harper realignment project opened on April 7, 2026, with Silver Creek Contracting submitting the lowest bid at $1,005,000.
The engineer’s estimate for the realignment project was $1,450,000, and funding for the construction will come from remaining HB2017 earmarked funds associated with North 1st Place, which currently total approximately $1.94 million, according to the City.
