Housing, Construction Permits Spur Hermiston’s 2025 Economic Growth

HERMISTON, Ore.-The City of Hermiston experienced continued economic growth and development in 2025, fueled by sustained investments in housing, commercial development and infrastructure.

“Hermiston’s housing growth has been consistent for many years and developers have worked hard to match pace with other economic developments,” said Mark Morgan, Assistant City Manager.

According to Hermiston’s 2025 year-end development report, 130 new housing units, all of which were single-family homes, were approved in 2025, continuing a growth trend that has seen a total of 767 housing units approved in the City since 2020.

“Since 2020, new housing has included not only single-family homes, but also income-restricted apartments and manufactured housing, which are essential to supporting a diverse workforce and a healthy local economy,” said Morgan.

Hermiston’s population is now 20,296, an increase of 937 residents since the 2020 Census, according to the 2025 Certified PSU estimate, and the City continues to be an economic engine in the region.

According to the City, residential and commercial permits totaling $469 million in job value were approved in 2025, indicating more investments from the private sector, business confidence, an expanding tax base, and continued job growth in Hermiston.
