Powerline Road and Madison Improvement Project to impact traffic in Umatilla

UMATILLA, Ore.-The final phase of the Powerline Road and Madison Improvement Project in Umatilla is set to start March 17 and is expected to impact traffic in the area.

Intermittent road closures and flagging operations are expected during the final phase of the project to enhance infrastructure, safety, and accessibility, that should be completed by April 30, according to the City of Umatilla.

The Powerline Road and Madison Improvement Project was designed and developed in 2024, and construction began in Summer 2025.

Paving on Madison Street was completed in Winter 2025; however, unforeseen upgrades delayed the project until spring, according to the City.

The full Powerline Road and Madison Improvement Project involves widening Powerline Road from Pine Tree Lane to Jefferson Street and widening Madison Street between McFarland and Powerline Road.

Planned improvements under the project include a new aggregate base for Madison Street, asphalt paving, curb and gutter installation, sidewalks, ADA-compliant driveways and pedestrian ramps, storm drainage enhancements, improved street illumination, and updated signage.

The $3,148,915 project is being funded by HB2017 Port Funds (which provided funding for roads, bridges and other transit options across the state), and funds from the City of Umatilla, including development funds.
