Dr. Richard Carroll Winter died peacefully at home of natural causes on Aug. 3 at the age of 87.
Born in San Francisco on July 15, 1939, Richard grew up in Auburn, Calif.
He played football in high school and college and joined the Army, where he was stationed in Germany. Richard later earned his PHD in land use planning from the University of Michigan. He was employed by Argon National Labs, eventually moving to Eastern Oregon to oversee the removal of nerve gas at the Army depot with CSEPP.
He met the love of his life, Susan Morrow Winter, 20 years ago at the Echo Fish Feed. They made their home in Echo where he served as mayor for 14 years. Richard built a life centered on service and community. He was known for his quick wit and intelligence. He loved to read and found joy in building and showing hot rods. He was a facilitator who was interested in government and community involvement.
He leaves behind a sister, two grown daughters, and Susan. He was preceded in death by his parents.
Richard requested that no services be held. In lieu of flowers, donations to the Susana and Richard Winter Memorial Scholarship for Echo students may be made at any Banner Bank.
Susan Winter thanks all the friends and family who have helped and comforted her through this difficult time. She believes that Richard’s legacy of service to the community of Echo will continue in the lives of all who loved him.
