Umatilla Man Jailed After Allegedly Shooting Two Teens on Monday

A Umatilla man has been charged with the shooting on Monday of two teen-age boys in Hermiston

Carsen D. Rawe, 19, was arrested late Monday night and charged with two counts of second-degree assault and one count of unlawful use of a weapon.

The arrest came several hours after the Hermiston Police Department responded to a report of gunshots near the intersection of W. Cherry Avenue and N.W. Second Street. Hermiston Police Chief Jason Edmiston said this morning that upon arrival, officers discovered several spent .45 caliber casings in the roadway.

A short time later, a 17-year-old male from Kennewick, Wash., was located at a residence. The 17-year-old appeared to have injuries consistent with a gunshot or gunshots to both legs and he was transported to Good Shepherd Hospital with non-life threatening injuries.

Approximately 20 minutes later, according to Edmiston, a second male emerged from a different residence. This 15-year-old male, also from Kennewick, had what appeared to be a non-life threatening gunshot wound in the shoulder area. The male was transported to Good Shepherd Medical Center where he was treated and released. Edmiston said that it was later learned that the 15-year-old had a warrant out the state of Washington for rape. Umatilla County Juvenile Services was contacted and authorized the juvenile to be lodged at a facility in Walla Walla.

Edmiston said that although many in the area at the time were less than cooperative, a suspect was developed and around 11 p.m., Rawe was arrested and taken into custody.

The Hermiston Police Department received assistance from Umatilla County Fire District 1, the Oregon State Police, Stanfield Police Department, and the Umatilla County Sheriff’s Office.

“We are certain these individuals know each other as we have information about an unreported and undisclosed crime happening in Washington, in the recent past involving this trio,” said Edmiston. “We also know of an earlier encounter with this group in Hermiston at a car wash. It is unfortunate problems from out of the area continually end up in Hermiston, but our officers worked diligently to bring this senseless act to a close. The investigation continues as search warrants will be written and served. Lastly, the Umatilla County District Attorney has the ability to enhance charges if his office deems appropriate.”

The Hermiston Police Department received assistance from Umatilla County Fire District 1, the Oregon State Police, Stanfield Police Department, and the Umatilla County Sheriff’s Office.
